𝐇𝐊𝐈𝐂𝐏𝐀 𝐰𝐞𝐥𝐜𝐨𝐦𝐞𝐬 𝐩𝐚𝐬𝐬𝐚𝐠𝐞 𝐨𝐟 𝐁𝐄𝐏𝐒 𝟐.𝟎 𝐥𝐞𝐠𝐢𝐬𝐥𝐚𝐭𝐢𝐨𝐧 The Hong Kong Institute of Certified Public Accountants (HKICPA) welcomes the passage of the 𝘐𝘯𝘭𝘢𝘯𝘥 𝘙𝘦𝘷𝘦𝘯𝘶𝘦 (𝘈𝘮𝘦𝘯𝘥𝘮𝘦𝘯𝘵) (𝘔𝘪𝘯𝘪𝘮𝘶𝘮 𝘛𝘢𝘹 𝘧𝘰𝘳 𝘔𝘶𝘭𝘵𝘪𝘯𝘢𝘵𝘪𝘰𝘯𝘢𝘭 𝘌𝘯𝘵𝘦𝘳𝘱𝘳𝘪𝘴𝘦 𝘎𝘳𝘰𝘶𝘱𝘴) 𝘉𝘪𝘭𝘭 2024 by the Legislative Council on 28 May 2025. This landmark legislation aligns Hong Kong with the OECD’s Base Erosion and Profit Shifting (BEPS) 2.0 framework, introducing both the Global Minimum Tax (GMT) and the Hong Kong Minimum Top-up Tax (HKMTT), effective from 1 January 2025. These measures apply to multinational enterprise (MNE) groups with annual consolidated revenue of at least €750 million, ensuring they are subject to a minimum effective tax rate of 15% in every jurisdiction where they operate. The Institute supports the Government’s commitment to upholding international tax standards while safeguarding Hong Kong’s taxing rights. The implementation of the GMT and HKMTT will help maintain a level playing field globally and reinforce Hong Kong’s position as a trusted international business hub. The Institute made a submission on the Bill in February and is pleased to see that a number of the detailed issues raised have been addressed by Committee Stage Amendments. Read our submission: https://lnkd.in/gMcc-kSj We encourage members and stakeholders to stay informed on the compliance requirements and technical guidance to be issued by the Inland Revenue Department. Stay tuned as the Institute will continue to provide updates and resources to support the profession through this important transition. Among other things, the Taxation Faculty will hold a series of webinars in August and September to discuss the key provisions of the legislation and explore how MNE groups should prepare for the changes. For more details, read the government’s announcement: https://lnkd.in/gtb94WHJ Read recent A Plus coverage on BEPS 2.0: https://lnkd.in/gCHV99s5
